Ukraine becomes latest country to ratify Paris Agreement

Latest official approval for Paris deal means countries accounting for over 40 per cent of global emissions have backed agreement

Ukraine has become the latest country to ratify the Paris Agreement, taking the historic deal one step closer to coming into force.

The country deposited its instrument of ratification of the Paris Agreement with the UN this week, ahead of a meeting at the UN headquarters in New York later today where a host of countries are expected to confirm their ratification of the deal.

Ukraine represents just over one per cent of global greenhouse gas emissions, taking the number of countries to have formally ratified the agreement to 29 and the share of global emissions covered by such countries to 40.12 per cent.

Ukraine's ratification follows that of the Federated States of Micronesia, which last week became the 28th state to ratify the agreement.

It also comes in the same month as the US and China jointly filed their ratification documents with the UN, drastically increasing hopes the treaty could come into force this year.

Under UN rules the Paris Agreement will enter into force on the 30th day after the date on which at least 55 Parties to the Convention accounting in total for at least an estimated 55 per cent of the total global greenhouse gas emissions have deposited their instruments of ratification, acceptance, approval or accession with the UN.

The EU signalled last week that it was moving to fast track its approval of the agreement and a number of other large emitters have said they are keen to ratify in the coming months, adding to hopes that the Treaty and its goal of building a net zero emission economy this century will come into force before President Obama leaves the White House.

Ukraine's ratification underlines its commitment to the national climate action plan it submitted as part of the Paris Agreement, which sets a goal of not exceeding 60 per cent of the country's 1990 greenhouse gas emission level.

However, the document also notes that its development path has been impacted by Russia's annexation of Crimea and commits that its action plan, or INDC in the UN jargon, will be revised "after the restoration of its territorial integrity and state sovereignty as well as after the approval of post-2020 socio-economic development strategies with account of investment mobilisation".
