UN expects 20 countries to ratify Paris Agreement next week

UN expects ratification surge at Wednesday’s event in New York, fuelling hopes the deal will enter force by the end of the year

At least 20 countries have told the UN they plan to formally ratify the Paris Agreement at an event in New York next week, raising hopes that the agreement could enter force this year.

The UN Secretary-General's chief climate adviser Selwin Hart yesterday revealed at least 20 countries are set to deposit their instruments of ratification at the event on Wednesday, which would take the total number of ratified countries to 47.

To enter into force the Paris Agreement needs 55 countries, representing at least 55 per cent of global emissions, to deposit their instruments of ratification to the UN. So far 27 countries, representing 39 per cent of emissions, have formally ratified.

The deal commits countries to keeping global warming "well below" two degrees above pre-industrial levels and decarbonising their economies by the end of the century.

Brazil, which completed its domestic ratification process earlier this week, is among those countries expected to deliver its instrument of ratification to the UN on Wednesday.

Officials also raised hopes that the EU could still ratify by the end of the year, hinting that the possibility was "on the table". Earlier this week EU Commission President Jean-Claude Juncker warned that Europe's tardiness in ratifying the agreement could prove an international embarrassment for the trading bloc. "We were climate change pioneers in Paris," he said. "Dragging our feet on ratification affects our credibility and makes us look ridiculous."

According to Bloomberg, EU leaders are considering fast-tracking the trading bloc's ratification process, which could see it complete the paperwork for ratification within a month.

Countries that are not yet ready to ratify on Wednesday are encouraged to submit video messages of support for the agreement, Hart said.
